In order to achieve the typical "refreshing effect" of hair frosting, it is best to brush cool blonde tones into the hair. You can only focus on the front strands, which directly frame the face, or distribute the highlights throughout the hair. The (usually darker) base tone of the hair color, on which the blonde accents lie, can shimmer through so wonderfully that the hair is reminiscent of fresh morning dew.
